FRANKFORT, Ky. — Kentucky lawmakers used Tuesday’s House and Senate floor sessions largely to introduce new legislation and handle ceremonial business, formally teeing up dozens of bills that will shape debate as the 2026 regular session accelerates.
Neither chamber took up votes on substantive policy measures, but members filed a wide slate of proposals touching on election law, housing, immigration enforcement, labor standards, criminal justice, health care, veterans’ issues and social policy.
Both chambers also paused to honor victims of the deadly UPS Airlines Flight 2976 crash in Louisville, adopting resolutions remembering those killed and commending first responders who rushed to the scene.
Senate introduces election, immigration, housing and drug policy bills
In the Senate, lawmakers introduced more than a dozen new bills before adjourning until Wednesday afternoon.
Among the measures filed:
- Senate Bill 79 and Senate Bill 80, which propose constitutional amendments related to voting eligibility and restoration of voting rights.
- Senate Bill 86, addressing state and local cooperation with federal immigration enforcement.
- Senate Bill 83, dealing with forcible entry and detainer proceedings, a recurring flashpoint in landlord-tenant law.
- Senate Bill 77, which would authorize and fund ibogaine research in Kentucky and was filed with an emergency clause.
- Senate Bill 82, creating new administrative rules for medications used to treat substance use disorder, also filed with an emergency declaration.
- Senate Bill 81, proposing a Kentucky child tax credit.
The chamber also adopted multiple memorial resolutions, including one honoring the victims of UPS Flight 2976 and another recognizing Shelby County Sheriff Mark Moore as the 2025 Sheriff of the Year.
Lawmakers also heard extended remarks from a western Kentucky senator pushing back on a recent press release regarding tolling plans for the future I-69 Ohio River bridge, arguing that legislative leaders and Kentucky’s congressional delegation had played a significant role in seeking federal funding to avoid tolls.
House rolls out sweeping slate of legislation
The House similarly focused on bill introductions, filing more than 40 measures in a single session.
Notable proposals include:
- House Bill 332, addressing the issuance of identity documents.
- House Bill 333, a housing-related bill.
- House Bill 337 and House Bill 340, both dealing with rental property and residential lease termination.
- House Bill 336, limiting the ability of local governments to establish minimum wages.
- House Bill 360, regulating adult performances and filed with an emergency clause.
- House Bill 361, addressing so-called sanctuary policies.
- House Bill 354, creating a homelessness prevention program and appropriating funds on an emergency basis.
- House Bill 4, relating to criminal offenses involving minors.
The House unanimously adopted House Resolution 21, honoring those killed in the UPS Flight 2976 crash and recognizing the extensive multi-agency emergency response.
Committee schedules and cancellations dominated the remainder of the session, with several standing committees announcing they would not meet this week.
